If the cane doesnt need to be green, then there is a weaponcrafter between Kaineng center and Marketplace who has canes/rods/scepters with +5 energy and 20% recharge... price 5k and craftingmaterials.

Sorry but i have to correct myself: that crafter sells rods/scepters with +5 energy while health ^ 50 and 20% on casting time (not recharge) (oops)
