purchasing Nightfall Pre-release bonus pack without preordering game

Today, I stopped by at a local GameStop shop. I was gonna check the store once more for PBP availability. Finally, PBP is in store and there was a box of them on the counter.
I noticed that they label $4.99 price tag on PBP. So I asked them about PBP. They told me GameStop is selling PBP for $4.99 with no string attached. Pre-ordering the game is totally up to the customers. There is no obligation for it and pre-ordering the game will not get you PBP for free, etc.
I mentioned GameStop website handle this differently. The clerk said he has absloutly no idea why the site is doing business that way.They are told to sell PBP for $4.99 and the guy even said to me " dont buy from the site"

Most places are selling it as a seperate retail package. Compusa also sells it for 5 bucks with no strings attached; but if you do happen to buy the actual game from them and bring in the receipt from the bonus pack; they'll deduct the five bucks from the cost of the game so it's actually free.

That's a better deal, obviously. Compusa doesnt have this infomation online. I didnt even know they carry PBP

Last I checked, Anet GAVE these companies those packs for FREE. (Meaning that they paid for the shipping and stuff).
This seems like a business exploit where such companies make 100% profit with every purchase.

Think about it... Anet wants people to get a pre-order pack to encourage them to (*gasp*) PRE-ORDER the game. Who is going to pay five more bucks for a game that they aren't already familiar with? Answer: not many people I think. Heck, I LOVE Guild Wars and I didn't buy the bonus pack.
The pre-order pack is supposed to be a down-payment on a future order with Anet dishing out some extra goodies as an incentive. Instead, businesses are selling this product that was designed to be for FREE and making money off it while Anet foots the bill.

If you're after a no-strings Prerelease Pack in England, I'd recommend going to GAME... Got mine there for £1.99 and no need to preorder or sell your soul...

It will be a shame not to have the Nightfall box to put up next to the others at work, but it's not a big loss.
If all of the companies that recieved this pack for free, had passed it on for free instead of trying to make a buck they would've gotten my preorder and fifty dollars of my buisiness, as it stands they got five bucks from me and NCsoft/Anet gets the rest.
