Level 15 sin in Vizunah, normal?

I have recently created my 1st assassin, before I've finished the game with 5 Tyrian chars and a ritualist.

In more or less 9 hours I've done all quest I found in Shing Jea, included the 2 quests for 15ap, went to to Kaineng, done chaos in the market (all this only with henchies) and now I'm in Vizunah, I'm lvl 15 and have max armor fully runed bla bla ... but I'm sure that no one with a bit brain in his/her head will take me for the mission ...

I don't think that only with the quests in Kaineng I can raise to at least to lvl 19, or not? Did I miss something?

at marketplace and kaening center you can get quests that will raise your level to 20

Did it at level 7, so ya...

As long as you're in the Local Quarter. Full henching Vizunah from the foreign quarter is very hard, as the henchies supposed to be healing Togo run towards you when you move, Togo dies, and there goes the mission.

I guess I was lucky then? ( also pre-nerf EoE)
