Anybody know if there's a crafter or a collector that makes this, or am I stuck getting -5 energy in another skin?

Just after I posted this I found the answer in the Guild Wiki, which I couldnt before for some reason. If anybody else needs to know you can craft it in Vasburg Armory.

I imagine you can get one to drop with +15% always -5 energy as well.

You can craft it from Leviathan Pits also.
