halves skill recharge Protection 20%

Requirement is flexible; other attributes (energy and recharge) are not -- I need them exact.

Get an endgame Wayward Wand, buy an ammy for 20k and just cash it in for the wand :x. Mods are exactly 5>50, 20% HSR

pretty sure I have one... that's either 5>50 or +5 while enchanted...
