I am really confusing about this req ...
someone said req 8 same stats weapon deal more dmg
then the req 10 or 12.... (they are same stats)
but some ppl said yes, they are same
for example :

do they do same dmg or not ? anyone can tell me, I ask many ppl in game already, someone said "they are differnt because I testing it already" he is right or wrong ?

What is not said is that if you do not meet the reqs you are at a starter damage level. I do not remeber what max or starter level are - so stay with me. It is an all or nothing scheme (well, higher stats are a higher damage - req 12 is base damage and obove is +damage if you meet the requirement).
Lets say you have a 6-26 req 10 weapon. Lets say the "starter weapon" is a 1-6 weapon (that is the weapon you get at the very beginning of the game - contains "starter" in the name). Say you have a 9 in the skill - you do 1-6. If you have the same weapon with a req 9 you do 6-26 base - obviously a big difference. A 12 in the weapon spec is no modification, below is an adjustment down above is and adjustment higher.
Of course, anything beneath 12 and you do not do the base damage, any thing above and you do more. This is, asuming that you meet the base req. If you happen to have one of the 13 req weapons you will do no more than starting weapon damage intil 13 - and then from there and above do better the starting base (12 being base and you be above the min req). A 12 will give you starter damage.
In short the req is the minimum you need to actually be under the equations that govern minimum damage. Before that you are *always* starter minimum damage. As long as you are under the req - you do what the starter weapon would do in you hands. After that you are "unlocked" in that you are governed by the damage euqations.
If you have 13 in Axe mastery you do the same damage with a req 9 and a req 13 weapon - either one is just as good (both follow the standard damage equations). With a 12 in axe mastery you do starter damage with the req 13 weapon (base damage of 1-6 in our made up weapon) and max base damage (sya 6-26) with the req 9.

I for one didn't know this...
So why are Req7/8 weapons so highly sought after? I.E - Req8 Crystaline Sword. I always assumed the damage would be the same, therefore having a lower req is better as you can spend more points in other things.
But it's still more beneficial to have more than the req points according to what you've said, so why such HUGE price differences?

i make a small fortune buying req 12 13 weapons and then salvaging the mods off them.

This is a rumor that keeps coming back. It's complete rubbish. The only time you'd be better off with the req.8 one is in a build with 8 or 9 swordmanship. Note that no serious build has that.

^^ or if your secondary happens to be warrior...and u just have a few pts left over say enough to reach 7....then a req 7 sword would be extremely desireable*sp* for you since you could get all the benifits from the sword just not the "raw" damage output.

The game checks three things for the damage of your weapon:
1. Is it a random dropped weapon, or is it a crafter/collector/PvP/green weapon?
2. Do you meet the requirements of the weapon?
3. What is your current attribute level in the related weapon mastery line?
If it is a dropped weapon:
2. Meeting the requirements causes you to deal the full (15-22) damage of the weapon. Not meeting the requirements causes you to deal half (8-11) damage.
If it's not a dropped weapon:
2. If you meet requirements, you deal full (15-22) damage. If not, it drops to some number below half damage. (Whatever that number is, it's not very good.)
3. The damage in step 2, whichever one you take, is multiplied by the following numbers, depending on your level:
(The above was taken from this guide, which is fairly old but sufficient to understand how it works. There's a more detailed guide here. I also wish these forums could do tables, but that's irrelevant.)
Example: You have a req 9 max damage sword that you got from a monster. If you have 9 Swordsmanship, you'll get the 15-22 damage, but that'll be multipled by 77.1%, giving you (15-22) x (77.1%) = 12-17 damage. If you have 16 Swordsmanship, you'll get (15-22) x (115%) = 17-25 damage. If you have 5 Swordsmanship, you'll get (8-11) x (54.5%) = 4-6 damage.
So as the others have said, if you have 16 Swordsmanship, you'll deal the same amount of damage with a req 8 and a req 10 sword. The only time it'll matter is if you are at a level below the requirements of a weapon, which should be never. People with money to spare just like low req weapons, that's all.
