IMO, Primal Rage really 'shines' with Strength of Honour and Judge's Insight, or Windbourne Speed and Conjure Lightning. That said, the mere fact that you can't save yourself from death while in Primal Rage, on a front line character nonetheless, makes it crap. You also have no IAS, except for IWAY, which is unreliable, hence things like Guardian owns you more than usual. As a Hammer Warrior (to benefit most from the high crit-rate), you also have no KDs, making you pretty much useless as a pressurer, too.
Hence, Primal Rage, unless it gets a IAS, will remain garbage.
For steady DPS, you might as well use Enraged Smash, or Cleave. There's a reason why people don't use an Elite on a Warrior in proper PvP dedicated to DPS.
I like using niche skills too, but sometimes they're simply useless.

While you can't use them most of the time, it does free up numerous skill slots on your bar to stick fun stuff on. And how many times are you going to see the following on a level 20, 60 AL target without it?
That is Shadowy Burden, Judge's Insight, and Primal Rage on the 60 AL stake with a Sundering Mod triggering on the crit.
Sure, the odds aren't great, and it's largely impractical, but still, it's pretty fun to watch o_O
Edit: Shock Value on an only slightly rare 1:8 hit aside, I definitely agree that Primal Rage is pretty sad.
It's funny when the conditions line up, but I'd never run it seriously anywhere.

Well...look at Scavenger's Focus elite from Nightfall (ranger skill) and it will look like just for this sacrastic theory.

Congratulations... you can do lots of damage in the worst PvP arena in the game. RA sucks for everything but gaining faction.
Sure... combine it with a Cripshotter, a smite monk and a boon prot and you might get somewhere... but Primal Rage is so bad under normal circumstances its funny.
I'm pretty sure they only add some skills into this game so that enemies can use them. Hundred Blades = Shadow Warriors, Primal Rage = Undergrowth, Shared Burden = Jade Torn Kirins. All of them are pretty crap.

Oh, Shared Burden is fine, IMO. But some skills, like Primal Rage, are bad. Simply, downright, bad. You can make a team build out of anything, but that team will be bad build. Anything Primal Rage can do, something can do better. For sustained DPS and pressure, a thumper could probably do more damage because of Deep Wound and KDs, as well as an IAS. Why don't you dredge up a team build that has Primal Rage in it, and we'll take it apart piece by piece.
