I've noticed Europe seems to have favor most of the time. Unfortunately, when I tried switching over to Europe, games with other players have a high tendency to lag. My latency to Europe is around 350-400 ms, while to America it's 200-300.
With such high latency to both realms, I tend not to use direct interruption skills as they mostly fail due to the latency. Imagine a 1-second activation time being reduced to 0.5 to 0.75 and it's virtually impossible unless you try and second guess, which reduces the effectiveness of the interrupt.
I wonder what were Anet's design parameters for latency. Anyone know?

You know how when you download from big sites like Fileplanet or Fileshack, etc. you choose the closest download location? This is to help spread out bandwidth as well as give you the fastest download speed. It's easier to transfer data from New York to Chicago than it is to transfer data from New York to Berlin.
There are realms for a reason: think about it. If you want to take advantage of European servers, perhaps you should be willing to deal with lag.

to your latancy problem, there are to many veraible to take into account to figure what you optimal latancy would be
ie the network you are on, conections speed to the network, the route distance you are from the server, the number of hops on the route, to name a few

Anet would only be concerned about ther latency between there router and there ISP provider equipment, not with the indivial contomers latency to there equipment

The optimal latency for interupting WOULD be 0. The fact that it isn't really that viabe over the internet is irrellevant for the purposes of your question as it stands.

Oh come on. Your just being anal. We know you can't really achieve 0 latency. We also know latency exists in GW. Simple as that, so cut the crap. What the OP is asking is at what point does latency stop you thinking about effectively interrupting?
