not sure if itll work but jsut in case inscribed staff req 9 domination halves cast time of domination 19% halves skill recharge all 10%

I have both of the staffs you are looking for , but 1% off.

Max Dmg (Req 10 Illusion)
Halves Recharge time Illusion (Chance: 19%)
Halves casting time spells (chance: 10%)
illusion+1 (20%)
and another mod i forget, e+5 i think

max, req 9 Domination
Halves recharge domination 19%
halves casting time all 9%
+1 dom 20%
