they said they r going to delay something and maintain something to 7AM to 1PM so im wondering is that american time??? or asian time????? or wat????

It says it's from 7am - 1pm GMT which is Greenwich Mean Time.

The simple answer, PDT is 3 hours behind Eastern, 2 hours behind Central.
