PC on Ghostly staff

Would love a PC on this ghostly Staff .. never seen 1 before

Cold Dmg 11-22 (Req 12 Communing)
Halves casting Time of spells 10%
Health +28
Communing +1 19% when using skills

maybe 5k or so.. single mod caster items don't sell for much

(by single mod I mean the 10% casting time, the inherant mods... only really have value if it's at least 10% casting AND 10% recharge)
