Once Nightfall comes out, the BowSin will be far more useful and may very well take the place of interupters and interupt rangers.
Take your standard A/R Barrage Sin. Now, take away the Barrage and insert the new Ranger elite which makes all critical strikes interupt your target. I can give you a proper list once Nightfall comes out but I would like to see if we can expand this idea of A/R using a high crit. attribute + skills that enhance crit. hits. Let's make the Sin feared

you are making Sin feared as a Ranger, not as Sin.
call me a purist but a feared SIn is Sin feared when you saw his/her dagger moving, not third bow

I'm especially fond of Keen Arrow, which does +25, + another 25 damage when it results in a critical (at 12 Marks). That's 28 +50 damage right there, for only 5e. Should replace Focused Shot as the finisher of choice for Crit Barragers. But a 'Sin as a Ranger shouldn't not be using Barrage; it's meant for wide spread bleeding, not interrupting.

I am not suggesting that this type of interupt sin should replace Barrage sins but rather they should replace interupt rangers and the like.

assuming that the skill you are referring to is disrupting accuracy, it is not an elite. it is a marksmanship prep; 5e/2c/12r which for 24 seconds, whenever your arrows critical, they also interrupt your target.

then you can add way of the assassin's +31% to crit (13cs) and +6% (13cs) from crit eye.

just for me though, i don't think this can ever replace interrupt rangers. if i wanted to interrupt, i would take sure interrupts rather than those based on chances to crit. for pvp it might be passable since you only have up to lvl 20 opponents. but even then, i'd rather use daggers.

for pve though, it still faces the same weakness as critical barragers: the monster lvl crit penalty. which makes them weak in mid to highend pve where it counts. rare crits=rare interrupts.

we have yet to see the effects of the way of the assassin in mid-highend pve. i'm still hopeful that they will remove the crit penalty, if not a mere 31% is still too low to compensate for the -50%(mlvl25) and -100%(mlvl30).

but yes, i still prefer sure interrupts rather than chance ones.
