Alright, a couple of people are dying over this idea, so I started thinking about the temporary ideas more. How about this:
~Increase Faction limit to 100k
~15k Armour Pieces can cost 15k Faction each. (as stated, for one piece, not the whole set)
~FoW Armours can cost 100k a piece.
~When you are done with the armour, you can trade them back to a PvP armour collector for a 10% return. You will lose your armour if you delete your characters.
It is impossible to determine the amount of faction you would need to unlock rare skins because prices fluctuate in a rather big way. In order for PvPers to gain such skins, there would have to be an NPC for rare skins set in place, which would have had to have been at least suggested beforehand and agreed to by the majority (which it was majorly disagreed upon, ref: stickies). That was why I made the comment about other suggestions being more important than this one.
Now if there were a Rare Skins NPC, then you can somehow design some programme that works like an exchange, so the price in faction will fluctuate alongside the price in gold, and Anet hasn't even determined what the exchange could be, because this idea hasn't been thought of as something... necessary.
Then, you would have to convince a big population of players - farmers - that having a Rare Skins NPC is going to be a good thing... good luck with that.
And then you have the most important situation. You have to consider the fact that Anet is unlikely to do anything for free, and this isn't one of those updates that are necessary for improved gameplay, so you'll most likely have to pay for it rather than gain it through faction. This possible situation will basically throw out all agreed/disagreed suggestions about "earning" through faction, since you'll just be able to swipe once with your CC. Lots of work there...
And... after all that, there you have it, PvP characters will have rare skins and armour...
