PC on Gold Platinum Wand (Illusion)

I know this isn't Max Damage...but the rest seems perfect. I assume the non-max damageness of it means it would be worth nothing, in which case it will be going to the Nightfall Heroes, but I'm just seeking a second opinion:

Gold Platinum Wand
Chaos Damage 10-20 (req. 7 Illusion)
Energy +5 (while health is above 50%)
Halves Skill Recharge of Illusion Magic Skills
