Why not set the favor system as follows;

If your district has favor you can enter the Fissure / Underworld for Free
If not you must pay 1K or even 2K to go

This will give people who have only certain times to play during the day a chance on playing these areas, also reduce the amount of people standing around hoping for someone to steal favor.
