It says a return of the Festival Games (and Dragon arena) that were around during the Dragon Festival, not a return of the Dragon Festival itself. That is an annual event.

Also keep in mind that the requirements for the maximum Ranks for these titles have been lowered. (1 mil tickets for Rank 5 Lucky, and 500,000 losses for Max Unlucky).
Of course, you'll assassinate your wallet either way. But these will assist in the acquisition of the "People Know Me" title.
3 Cartographer Titles, 3 Protector Titles, Max Rank Lucky, Max Rank Unlucky, and Incorrigble-Ale Hound would put you at 9. Plus, Nightfall promises several new titles.

I have received word of the most exciting news! If you were in attendance at the Dragon Festival—the annual celebration commemorating the survival of the Empire of the Dragon after the devastating Jade Wind—you will no doubt remember the extremely popular festival games that were held just outside the Shing Jea Monastery. According to my superiors at the monastery, those games will soon return for a short time, opening to the public in a little more than a week.
This is especially exciting for those who have been seeking the "Lucky" title, as well as those confused individuals who wish to earn the infamous "Unlucky" title, despite the cost and shame associated with it. Many have desired these titles for months and, without any games-of-chance to play, have been unable to make progress. This pleasant surprise is certain to be well received among title seekers.
Along with the return of the carnival games comes the reopening of the Dragon Arena. This competitive venue was extremely popular during the Dragon Festival, and fondly remembered in the following months. Offering atypical combat that forgoes the normal weapons and spells of war, the Dragon Arena appeals to the extremely competitive as well as to those simply seeking a good time.

One second lasting and 30 second recharging shield can be nice what block spell. Also few diffirent "Dragon Arena Skill Sets" to pick.

So.... why is the dragon festival back again? I'm confused that shiro only did this event once (killing the emperor and starting this whole mess in Cantha) Unless it's like that movie Caddyshack where Shiro turn back time and kill the emperor again and again and again!

a shameless ploy to get more people back into the game...
right about now alot of people are getting bored with the game due to Factions being so short that it didn't keep people's interest for very long. And when people get bored of the game chances are they won't buy the next. From what I saw in the Nightfall preview I won't buy it, it just seems as if there isn't enough new stuff.
And it also seems to me that Anet is running out of idea for special event weekends... why they started them in the first place, see above paragraph. Every weekend the amount of players probably quadruples when they have an event.
So, that being said... this is one of the more retarded things I've seen. I was thinking there would be 'games of chance' during the halloween event, and the x-mas event, and maybe even valentines day and st. patricks day. We don't have to bring back the games for no apparent reason. There are plenty of holidays, do it during one of them.

seems ok i guess...as long as they dont mess up and ban a bunch of people who where just trying to play the games. oh and PLZ DEAR GOD no more jade wind orbs and if they do have em give us something worth while.

Woulda been nice if they gave more notice about this coming back so as people could save enough money to max the titles. I got up to tier 3 of both titles last time and had I known this was coming I woulda spent time making money so that they can be maxed out this time around. One week isn't enough time to make that much money.
