This helps. If these "noobs" cannot obtain elite weapons then they are stuck with white drops. Maybe they will get a lucky gold drop here or there but the chances of it being a perfect one that they will actually use and not sell is rare. Usually they will use a collector bow without mods. Greens have mods. Surely this is helping the "noobs" get better weapons to get better at the game.

People don't want to pay much for a Green item at all. Elite players want them cheap, newbies want them cheap. If I go out to buy a Mini Bone Dragon which I've been trying to for 2 days, I will not pay more than 100+23e simply because I don't want to pay the extortionate price of +30e which greedy people offer.

If they obtained the FOW legitemately then they are not noobs. Your view of noobs is absolutely rediculous. Noobs are people that are not good at the game. Noobs cannot complete the game. People with FOW armour have completed the game with success. If they obtained the FOW armour using eBay or their brother's money, they are noobs I agree.
As people play the game they work their way to FOW armour. It's currently the greatest single achievement in the game I think. The more people have it the less amazed people are. Fact. If I see someone dressed in black FOW armour I assume they have either eBayed or obtained it legitemately. If I see someone dressed in teal coloured FOW armour I automatically assume no eBay. They haven't dyed it black to show their wealth. Ok, they might dye it black because they like the look of it yes, but not to me, I assume different things. That's just me.

I'ts a free game. This is why noobs are attracted to it. If I just discovere MMO's I'm not going to go full out and pay $$ a month for World Of Warcraft am I? Nope. Guild Wars is popular, it has nice fansites, and I don't know about the support I will get but I will assume it's good since it has a nice website. I get on Guild Wars and I love it. Think back to when you first get on it. You thought wow this game looks amazing. If you didn't you staying here is a big mistake. People who join this game think the same thing. I was a noob. The main thing is you talk of noobs in Cantha. I argue of the learning curve of Guild Wars between a Canthan and Tyrian upbringing. You talk of Canthans offering you 5K for a widely available. They only offer this because that's the value. They don't have to be noobs. I will offer 5k for a staff I've just seen selling for 5K in another district.
