a dude in game said it was somthing like 40k maybe less, what must i believe. or is it cos of the crap mods on it, do they lower the price 30-60k cos of an upgrade

The guy in game doesn't know what he's talking about. I do 
Seriously though, 30-40k is FAR too less for this item. I sold a req 13 item for 35k... you can get 70-80k + for this I am sure.
The mods do nothing to affect the value. Even with those mods its still worth that (hense why adding sundering will NOT help you at all).
Sell it as is.... at that price listed.
