The skin crafter is a guys who can change the skin of your weapons. They keep the same stats and name as before but look different.
You can buy a unique skin from the skin crafter for 2k these are displayed in the first tab. You can buy a random skin for 3k ask for this and you might get a really good skin or a really horrible one. There are 5 unique skins that keep on rotating each month e.g. 5 skins one month for offer, five different skins the next month.

there'll be like completely new ones and the random thing might give you either a top look one thats like made of really cool stuff or he might give you just a normal looking shield

A custom skin-crafter would take the equipment reward aspect away from PvE. Not many are going to sign that away...
