Where is this supposed to be used? The answer to this is fairly critical.
I don't see much energy being used, why not have Sentinel's armor since you have strength 13?

I think I'd bring another attack in place of the Strength Signet. It adds a little damage to each attack, why not use the adrenaline from Dragons and just use another attack and accomplish the same thing?
I assume you use Warrior's Cunning and Tigers together to avoid missing? The only problem there is the long recharge of WC, you can only use it like once a minute for one set of attacks. What if you started with a Wild Blow to remove stances?
Finally why not boost weapon and lower strength for more damage?

Like DeanBB said, if you're going 13 strength, why not sentinals?
Also I agree that maybe you should drop strength sig but bring sprint or rush for when they kite you.
Wild blow is probably not so good if used with dragonslash since it drains all your adren, and ruins the whole point of dragonslash.
And maybe you may want to use frenzy instead of tiger stance, that way you won't lose IAS if you miss so you won't need warrs cunning.
And bring a res sig if pvp. For AB or pve, you can pretty much run what you like. Though unless you're farming or in sentinals I'd think you'd be better off with at least 14 weap and less strength.
And 16 weap in pvp.
