PC - Sword upgrade and a staff (+ noob question...)

OK... I admit to being a nub at this (just finally installed this game a year and a half after buying it). Under upgrades the pricelist shows Sword->Sundering 20%->55-75K Is that +20% or a 20% chance or ?? Anyway I'd like a price check from the masters on two items (which will probably answer ? above):

Sundering Sword Hilt
+20% Armor Penetration (Chance 16%)


Earth Staff of Shelter
Energy +10
Earth Dmg: 11-22 (Req 12 Earth Magic)
Halves casting time of Fire Magic spells (Chance:19%)
Armor +7 (vs. physical attacks)

Thanks guys, and sorry if this stuff is actually crap... it doesn't seem to be to me but I can't even get an offer so far so wanted to see.

I'm not a price checker, so wait for their input, but looks like crap to me.

16% chance is uselss .. max is 20%.

req 12 is high and not a special skin, so nobody will likely want it. Only thing worthwhile on it is the armor mod.

So it's the chance that makes the value... (I get the low reqs aspect, just didn't think 4% would make that much difference). Well thanks for the fast reply on this crap... guess I'll just unload it for cheap now
