My buddy of mine, who wants to create a Dervish, pointed out something strange in these two skills. One of them is worse than the other in almost every way.
Harrier's Haste: 5 mana, 20 second recharge, stance
For 5...17 seconds, you move 25% faster and deal +5...13 more damage against moving foes.
Enchanted Haste: 5 mana, 25 second recharge, stance
For 5...17 seconds, if you are under the effects of an Enchantment, you move 25% faster.
Harrier's Haste is same mana, cost, recharges quicker, same duration, it is an unconditional run skill and allows for extra damage! What is the point of picking Enchanted Haste?

I am pretty sure you can get enchanted haste right in the begining (someone gives to you for free), so if you count that, that would be the only benefit. Still pretty stupid nevertheless.

I can think only one rare situation where Enchanted Haste might be a bit better and that is when you are fighting against assassin which use Mirrored Stance hex to you and then you are trying to run faster and activate this stance, the assassin can't get any benefit from the stance if no enchantments on him. Still that is quite weak skill compared to Harrier's Haste.

It is just fun to think some use for weird skills like this. Another use would be that if this skill is available sooner than Harrier's Haste and someone need a speed boost from the attribute line, they might pick it.

it would make sense if enchanted haste was a spell that you can cast on yourself or your allies...
as it stands now there isnt too much about enchanted haste that makes it worth unlocking.
