First of all, a little bit more info in a readable format would be nice. But here's my suggestion.

EDIT: I overlooked something in your post when you said that Gw.dat was already being used by another person or program. This solution should still work, but the problem may be something different than what I originally thought.

There's a problem with your Gw.dat file, that's for certain. What you should try is have the installer bypass that specific file by installing to a different location. For instance, instead of C:\Program Files\Guild Wars, try C:\Guild Wars. That may help you. And in my experience, installing from the download file on the website (Click on "Download the Client") seems to work better than installing from CD.

If the game works from there, then change any shortcuts and menu icons you're using to go to the new location instead of the old one.

I would do this but i cant even install it the program dosent even respond Ill explain to you what happens:
1. I put the disc in and click "Install Guild Wars"
2. I click next to C:Program Files/Guild Wars
3. The program stops the box goes white and it doesnt respond so i use task manager to shut it off and when i go through local hard drive it shows that gw is installed so i try to play it and it says make sure gw.dat is readable
4. I check gw.dat and it says that it is not readable and may be used by another person or program- i clik ok and then it shows me an empty notepad.

Use http://ccollomb.free.fr/unlocker/ for releasing "in use" files. Then try re-installing GuildWars.

When in doubt...manually remove all GW related files from you machine. All your account data is server-side, so you won't lose characters, items, etc.

Could be a hard drive issue. I once had a problem with Windows telling me files were 'write protected' when they weren't - and had a hard drive meltdown afterwards. I'd suggest moving anything important off of that drive until you determine where the problem lies, just as a precaution.
