I don't know if this would be effective, but would using Mist Form be an effective tactic to use to help reduce damage, maybe in pvp or even pve? Could you still heal or protect if you had it on you?

Useless in PvP, it would be removed in a matter of seconds.

Mist Form means no damage from physical attacks. However, it only affects damage, not special abilities. Crippling Shot will cripple you, but you receive 0 damage. You are still subject to being hit with spells, so Meteor Storm, Life Siphon, Vampiric Touch (yes, touch skills can still hit you too). Only damage from non-spells/touch skills are you immune to.
Mist Form is fine as long as you know, that there are no enchantment removals used by your enemy, you remember that you can be hit by spells and touch skills, and effects from attacks can still hurt you. Crippling Shot, blocked Glass Arrow, etc. can still affect you.

Effigy
As a monk, it's best to use your elite slot on something that will benefit your team. Your job is not to tank the enemy, your job is to keep the team alive. This is why most monks use an elite like WoH, Blessed Light, etc. Boon prots take elite energy management because it helps fuel the huge healing and prot they can pump out with non-elite skills.

I agree with effigy. There are a lot better skills to use as your elite. Your responsibility is to the team and keeping them alive. If you want to play around with it for fun, knock yourself out
