Help with Swift Chop's skill description...

If this attack hits, you strike for +1...16 damage. If Swift Chop is "blocked," your target suffers a Deep Wound for 20 seconds and takes an additional 1...16 damage. Swift Chop cannot be "evaded."

So what exactly will happen when Swift Chop is blocked?
Deep Wound plus the regular damage plus the 21 additional damage (@ 16 axe mastery)?
Or Deep Wound plus 21 damage?

The skill description says +21 "additional" damage if it is blocked, so I guess my questions is what does it mean by "additional"?
Is that +21 additional damage in addition to the regular damage, or in addition to the deep wound?

When you get block, you do no damage... so 0+21=21. 21 damage + deep wound when it is blocked.
