PC on Celestial Axe please

I know it has a high req. but please could someone give me a pc on this axe.

Sundering Celestial Axe of Axe mastery
Slashing Dmg: 6-28 (req.12)
Damage +15 (While health is above 50)
Armor penetration +20% (chance: 20%)
Axe mastery +1 (chance 19% while using skills)

So if anybody has an indication let me know, thanks.
