Start 1 skill point off at 100g. Increase its cost by 100g each time a skill point is purchased, maxing at 2k. 2k might seem steep...but it would be a good (albeit small) drain on the economy.
Hell, maybe even 3k, 4k, or 5k. That way, you wouldn't just buy 1,000 skill points and go "meh, who cares, it's only plat." (well, not everyone anyway.)
-- Some people don't like to PvP, but very much enjoy PvE. There are countless builds out there, most of which require some skills from other classes, and sometimes an elite of another class. It's hard to keep up with all of these builds when skill points aren't as easy to come by as it may seem.
Especially on a core class. 25 Elites + what, 50 skills or so? More? Yeah, it's gotta be more... My Elementalist has 98 Skill points spent, and still needs to unlock 14 non-elites / 0 elites.
After a while, your skill point allowance is hindered by the lack of progress you can make in the game. I know this because my Elementalist has completed Factions and Prophecies (from LA to Drok's, then Ice Caves -> IMoM -> THK -> Ring of Fire and the remaining missions). Granted, If I got the mission / bonus for all of those and masters on 100% of the Canthan quests, I might have enough to purchase everything...but I still wouldn't be able to get many skills for other classes without having to farm out some quests to Exp skill points.
Anyway.... that's my feeling on it. I'm sure there's at least one other PvE'r out there that would agree with me
