I know dmg 15+ vs hex aint so good but it has 20% enchantments and thats where i got confused. Thanks in advance

The req is decent, but as you stated the inherent mod isnt very popular - as is you could sell it for maybe 5k.
The +20% enchanting is a mod, just like fortitude or defense, etc; in fact, your best bet for cash is to try and salvage the mod with an expert salvage kit, as it is worth more than the sword (~10-20k)...
