Question On Character Slots

Hello, today I received my copy of guild wars nightfall and my pre release pack through my post today. I put in my keys from both of them but I still have 6 character slots (I have proph and facts. merged already) does anybody know if they are active tomorrow when the game comes out or is it some sort of glitch, I assume its the former but I thought the community may know something.
