In Tyria at the Henge of Denravi. I think it is standard issue from all the Canthan armorers.

Checked it last night, still not sure how it changed since it's still not max armor so not sure how the update changed it.

The update added +20 vs Physical, I believe. It was just 60AL, and +10, before.
