Would like a PC on a Vampiric Shortbow of Marksmanship please!

Piercing Dmg - 14-27 (8 marksmanship)
Damage +15%
Energy -5
Life stealing: 5
Health regen -1
Marksmanship +1 (20% while using skills)

There's a similar bow to this going in the auctions right now, but I'm pretty clueless about whether his price (around 20-40k) seems really high or reasonable.
