after update i get this see picture what does this means it is not max dmg but what is so strange?

half skill recharge of spells 17% it stand there
normally its maximum of 10%

someone explain please im confused,.

Never in my Gw life have i seen a WHITE Item with an inherent dmg mod PLUS a energy Mod. Uhm...wohhh dude.
