Another Type of Staff Concern

Not that there's anything wrong with it...but why are most of the new max gold staves you find in PVE 20% HSR (of all spells)? I see that it goes in accord with PVP, but I think it may be a little overpowered and goes against past ANET moves. They just nerfed the 20% rockmolder and my dear 15% FFS, but they are willing to implement +20 nrg staves with 20% HSR (of all spells)?
I am confused at this new implementation and wonder what will happen to all my old (perfect) staves and my messed up green staves (though I see they have taken care of that).
Will old staves like these be upgraded to:
something like this? Because the difference is quite enormous. [The above staff was just aquired from a random chest.

EDIT: I just composed this during the update, so I do not know what affect it has had other than green staves being fixed.
Also, this doesn't fall under the same issue as Gaile's staff concerns, so I thought it was appropriate here, if not, feel free to clsoe Mods.

I agree with what you're saying and I can't help wondering why 20/20 focus items are still 20% fast casting [attribute] and 20% fast recharge [attribute]. Shouldn't the latter be universal?

Simple. Staff is 2-handed, so it gets a buff. Before, staves only had 10% chance of HSR for all spells. But you could get all types of wand/focus combos and do 20/20 on 2 different attributes, or 10% all/20% specific, etc... up to 36% on one attribute. So staves were a handicap in the HSR department. This just brings them closer to par with wand/focus combos.

Even white staves... like one I just got from a level 3 outside Sardelac have HSR 10% on them. Whoa.

When they did the shield changes no gold ones were updated. I'm gonna wait a week or so to see what happens, then merchant them if nothing.
Looking at the inscriptions stuff it looks like it'll be easy to create a perfect staff in Nightfall anyway.

Heh, and of course I had to dump a bunch of money into a 10% orrish staff right before this update...

i believe the update notes states that green, collector, and merchant staves are upgraded ... unfortunately it doesn't look like your gold ones are not going to be upgraded.
on another note... how did (the OP) you get such an awesome bone staff!!! I've been playing since the game came out and i've never gotten a drop like that... lucky guy!

Wow, before the weapon/focus combo clearly overpowered the staff.
