PC on this very weird amber staff, never seen anything like it

well i was just playing outside of unwaking waters and i found this and i dont know if its really weird and rare or if im just an idiot if u could tell me that would be cool

the % recharge on all spells is a new inherent mod on staffs

the max is 20% and then u can mod the staff with a wrapping a head and an inscription
some new nightfall modifications to staffs

Yes, the 20% is a new inherent mod for all staves. It's nothing special unless it's gold max perfect etc .. same as before. Not sure how this is going to effect the pre-update rare 10/10 staves as of yet ..

The inherent bonus I'm assuming is the 'inscription'. Regardless of that, according to the information given, inscriptions will only be adaptable in NF (elona) and as such will have little bearing on this item.
