Elemental Attunement (ele) - Bosun Mohrti in Marga Coast
There was also a rit boss with the mesmer, but I didn't see him use an elite. I killed many more bosses too but I either didn't screenshot it or I didn't see an elite.

All the Consulate Docks elites (all 4) can be gotten in The Estate area off enemies with different names (like Custo for Heat)
I found You're All Alone! finally (Soooo happy )
Its on a Corsair boss in the Barbarous Shore.
Also near there is Crippling Anthem, Vow of Strength (i think its called), and another one I forgot..
