I was wondering, as I haven't received one yet. Are there any skill giving missions, or are we going to have to spend all our money buying regular skills + Signets of Capture? Because if so, that's going to equate to a rather large gap in money considering prices for armor and skills.

I wondered about that too.
I hope there are skills rewards for quests not like factions
then i'll have a reason to complete them.

In the manual they say there are skills rewards but i havn't recived one yet.

No but you can get Hero skill points that can be used for purchasing skills (including for you).

Buying Hero Skills unlocks them for yourself as well in PvE? For example, if I bought paragon hero skills, would it be unlocked for my PvE paragon?

Wow, so I am guessing that all the quests and the monsters drop out a ton of cash making weapons/runes/whatever, because from what I get from above, I have to buy all my character's skills, and quite a few of my heroes skills. Well, thanks very much for providing that answer for me

well, hero skill points seems to be limited, and some can be learned from other place, then what hero skill for? just save some money?
