Only an insolent fool would tell you to merch. Not sure about price but its hard to sell Hex mod weapons, shields, focii and whetever else. Take an offer above 10k for it, but fining a buyer could be hard............

To a point both parties are correct, this shield isn't very desired but if you find a buyer you could get between 10-20k..however finding a buyer would take and time = money therefore most people would flog it for 5-10k.
