I left my old guild right after the new update and ever since then I seem to be unable to accept an invite to join a new guild because my account still seems to be linked to that old guild even though its clearly not. I get an error message when I try to accept the invitation and the the recruiter gets a message saying that I'm already in a guild. WTF is this? Anyone else have this problem? Damn Anet.

I think they test enough. I beleive somebody said elsewhere that since they update on-the-fly, the results can still be unpredictable. Yes, it's frustrating. Yes, it's annoying, but no matter how much testing you go through, there will ALWAYS be something you missed. Nobody's perfect, don't expect ANet to be.
There are offline games that suffer more bugs than GW. Just look at Boiling Point.

About testing for bugs: ANet will only have a small team of testers, even if they had 1000s it wouldn't do much good, they would only clock up a few 1000 hours of testing. But within a day of release the players rack up millions of hours of gameplay. In other words, many bugs are likely to slip through the net.
