PC staff with 15% recharge all?

Found a white staff with 15% chance of half recharge time, all spells. I know the old pre-nerf FFS had this, but thought it had been removed.

The staff is otherwise crappy, +8 energy and some low req, non-max curses damage.

Any value?

lol pretty much crap, max is 20% recharge all spells now.
