do quests with them, they also get the rewards.

Quests are the way to go. If you have Factions, you can do a good number of Factions quests to lvl up your heroes too, especially Zenmai & Olias.

But if you aren't Canthan born you can't do the quests and from the mainland on you basically need to be level 20.
