Mod question

I thought i understood the moding system until i found a staff with a 12% recharge on it b4 i even unidentified it...wat is that all about?

r the recharge mods not able to ever be salvaged or something?

I've found many "white" items with recharge percentages. They came with Wednesdays update.

Recharge mods weren't able to be salvaged before, but now there are Inscriptions on weapons that can be removed. They will identify the inscription by name and those can be removed and reapplied to the proper item.
