I already said in another thread that NPCs aren't talking to me once I had finished the game, but it's not the quests but instead it's my rank.
I tried to join a group for the missions on the starter island, since I can't make the mission start myself (the NPCs say odd things to me, see below). It refuses to start the mission once I'm in the group, and sais to the group leader that I don't have a high enough rank for the mission.

Have you reported this issue to A.net support yet by anychance? Most likely it's a bug, but you'd best let them know about it.

How to report a bug? All they do is send you to a support page with a FAQ on it, and they say "post it on one of these forums, we'll read it"...
There's no ingame support like in every other MMORPG nor do they seem to have any normal customer support...

Right now I'm not talking about the scouts, I want to do the missions, Jokanur Diggings and Blacktide Den. And the NPCs don't let me.

Select the location your in and post a bug report. I've reported plenty of issues and bugs to a.net.
You always get an automated responce, but if you reply to that responce in support saying that hasn't helped, someone will reply!
