Collectors and the mad king

I got the game for Christmas last year so I missed last years Holloween event. I started farming Decayed Orr Emblems on Saturday night. I have about 300 now. I want to get the witches brew to work towards my drunken title. Here is my question:

I wanted to save my Orr Emblems until the king comes in case he offers something else for them.

Does the king trade for the Orr Emblems?
Will the collector be there at the same time the king is or do they go away.
I don't want to miss my chance to collect the brew, but I was curious to see what the surprise is the king is bringing. I am not sure I should get the brew now or wait.

He Does Not Trade.........he Gives Gifts..........and Kills You

you forgot the jokes. he tells jokes, and kills you... then he gives you a gift.

And you forgot that THE MAD KING also plays "MAD KING SAYS" and will give you gifts if you win a round, and will kill you if you lose the round. And he tells jokes, and he kills you. And, he'll play a game of Rock, paper, scissors with 2 or 3 people during his visits, and if he wins, he kills them.
