Elonian characters may travel to Tyria using the quest "Terror in Tyria," which is offered by Deras Tenderlin in Kamadan – The Jewel of Istan after they have completed the quest “The Time is Nigh.”

Basically, just keep doing primary quests and missions. "The Time is Nigh" is the last primary quest before you leave Istan.
