OK I'll give it a shot mushy.
I have not seen the arena yet, but I assume Sunspear Arena is just another arena in the cycle from the Battle Isles.
(In case you don't know, hit M, you'll see a big ship on your Map. Click on it to go to the Great Temple of Balthazar. From there you go to all PvP except GvG.)

It's in Kamaden - it's for low level characters. See screenshot.
Look for 'Yahir' near the Consulate.
Nobody is using it...
Which is frustrating. We need to get more people to go there.

It wasn't there at the beginning. Doesn't seem to have shown up until after the Halloween event was over.
