Dont know if anyone noticed this yet, but the skill says that target other ally gets 1..5..6 health regen, and you suffer from 3 degen, but when you use it you get an equel amount of degen as the other ally gains regen.
As stated in the 25 october updates:
# Blood Bond: you lose 3 pips of Health regeneration, and your ally gains 1..6 pips of Health regeneration.
Seems like the only updated the text, not the amount of degen.

Check the wiki before you use builds they usually have info on whether a skill is bugged or not. They post it in plain site for all to see and Anet still hasn't fixed a few necro skills that it tells you are bugged. I've even sent in reports about these things...it seems Anet are too busy adding more and more things that they can't get the skills the already made work right.

Blood Bond is supposed to grant target other ally +1...6 health regen, and give you -3 regen.
Right now, the bug is that Blood Bond gives you the same amount of degen as you give target other ally regen.

I can think of ways to make full party 9 regen and keep up energy to keep degen off yourself, plus some other protection.....if only it were working right.

at 16 blood magic...u can get it to do +6 health regeneration....
but it causes -6 health degeneration to u...
when it should be only causing -3? >__<
i was runnin a bip build wit it on....
i had blood bond runnin on 3+ targets simultaneously
i had used blood renewal and life siphon...
and constantly saw my health at -10 health degen...
and i was like wtf is goin on @__@
plz fix this anet...i wuv this skill ;___;
