Nope. They can only be put on Elonian armor's at this point of time (and likely the only armor's which will be considered for inscription's will be FoW armor..)

Tyrian and Canthan already have insignias built in. But you can't change or salvage them.

I do think that the insignia's on all armours will be changeable at some point in the future.
