can a tyia or canthan born char get that title since they cant do the very first mission in the game??

You can do that mission, I have done all the missions on the starter island with my tyrian character.

if you talk to the guy by the gate in kamidan; he'll take you to the place you do command training and you can walk back to the first mission

That's correct, you need to talk to the Historian guy by the gate back to the mission outpost.
