Yeah SF just starts the burn-but the opponent should be constantly burning anyway.

GoLE MoR SF -- they're on fire, but not damaged yet GG -- one guy is damaged SF -- now they're all damaged SF -- damage again; burning continues a bit due to MoR, which is the first time MoR has been relevant GG SF -- if it's fast enough, they keep burning due to MoR. The Glowing Gaze causes another batch of Burning for the next Searing Flames, so at least that target never stops being on fire.
