Distracting Shot vs Claim Resource

So I play CG Ranger in HA when ever I can, tougher to get a group now that it is 6v6.
Anyway, while Interupting the Ghostly with Distracting Shot it does not disable the "Claim Resource" for 20 seconds as the skill describes.
So I am guessing that it is an action of some sort and not an actual "skill"?
or
Is the Ghostly Hero just a special kinda guy that is not effected by the 20 seconds?
or
Is Distracting Shot bugged in some way?
Just looking for some clarification.

Monster skills often supersede all For instance Urgoz is immune to blackout. Often these are necessary balancing issues (If a single dshot could shut down a cap for 20 seconds, it would be way to influential and hard for another team to shut down).

it's just logical it won't disable it for another 20 seconds, you could keep him from capping forever.

Monster skills often get a "Cant be Disabled" ability on them, because the skill is important for them to have.

I've had low level monsters in Kryta use a skill right after I Distracting Shot it, it's because Anet puts more than one copy on the skill bar.
For Ghostly it might just be that it can't be disabled.

You're using DS with CG I imagine. FYI, CG hits before anything else [life stealing, DS, it goes through Guardian/Aegis].
That's why. Because CG interrupts it first, DShot hits afterwards and interrupts nothing.
